Top 14 – Controversy “USAP and camping 1 star”: for the sports assistant of Perpignan “the modules of the training center will be replaced in the summer of 2023”

Sébastien Ménard, the deputy mayor of Perpignan in charge of sports, sheds light on the situation at the USAP training center in the sports park after the commotion created by the call for help of the head coach of the USAP, Patrick Arlettaz.

Sébastien Ménard, how did you get the message sent by USAP head coach Patrick Arlettaz about the dilapidated state of the sports center’s training center on Sunday evening after maintaining the Top 14 of the crew?

Writing down the “one star camp” training center was unpleasant for us, but also for our agents who work there. For us, in the municipality, the project that concerned him with the training center was progressing. It is the result of regular exchanges. Our goal is clear: we want to finish acquiring the land to allow the start of the works. We depend on the sale or not by the owners of plots, and the hydraulic or environmental limitations that extend to the latter during the four seasons. At the same time, field studies are being carried out, followed by markets, tenders and plans.
The USAP can be reassured, we will keep moving forward, we are in a hurry too!

So what are the developments on the USAP training center and training center?

Above all, you should know that in addition to the training center and the training center, we have also made proposals for Aimé-Giral, where 5 million euros have also been invested since 2019. Some have been accepted. others do not. For the sports park that we have to expand in a project of 20 M € we made it evolve according to the USAP and we took into account the requests of the training center, of which the City Council is in charge of the investment of 8 million d euros that have already been budgeted for training camps, offices, weight rooms, bedrooms … Because yes, as Patrick Arlettaz said, the place where young people live is unhealthy. But we must remember that it belongs to the Public Housing Office … which was managed by the former mayor Jean-Marc Pujol.
The aim is for this training center to leave the field so that it can be useful for the USAP association, and for other clubs in the area, so that young athletes from different disciplines can gather there, and for the equipment to be modernized. USAP is the flagship in the middle of everything. For professionals, the modular facilities will be replaced by two-storey, up to about 3 M € entirely in charge of the City Council. We look forward to seeing you in the summer of 2023. This will be done in stages.
And it must be if Perpignan still wants to be in the process of hosting a national rugby team in preparation for the 2023 World Cup in France! We cannot compensate in two years what the old municipality did not do in ten years. This training center, which was supposed to be temporary, was not made available to the USAP in advance. If the old Jean-Marc Pujol had been a visionary, he would have done something other than a plot of land with residential towers around where the view sinks higher. So the training center, we are there. The training center, waiting to be done again, there are solutions. As we had already proposed to the USAP, Mas Delfau is at your disposal, with a loan in the form of a symbolic lease if you wish.

Are the training center and the USAP training center part of a global vision that you point to the sports park?

Of couse ! Especially because contrary to what Jean-Marc Pujol said, when our team arrived at the town hall, there was no process of land acquisition. There may have been an announcement effect but no progress. We want to double the surface of the sports park to put a green park and additional equipment: a 1,000-seat hall, a stadium with about 4,000 seats to replace the Jean-Laffon stadium and two or three training camps. . As for athletics, this summer we will start working on it at a cost of 1.3 million euros with two additional lanes and a redone tartan to be able to obtain national approval. The idea is to reorganize the sport in the city and create axes between professionals and amateurs. Knowing that in 2021 only professional sport, ie the USAP and the Catalan Dragons, cost the City Council about 7 million euros accumulated.
